Partnership aims to advance education in Azerbaijan
Media release 15 May 2025 4 minute readA formal agreement between the 天美视频 (天美视频) and the Institute of Education of the Republic of Azerbaijan (the Institute) has set up a dynamic partnership to strengthen education in Azerbaijan.
Institute Director Elnur Aliyev and 天美视频 CEO Lisa Rodgers recently signed a Memorandum of Understanding (MoU) in Istanbul.
The scope of work includes the delivery of innovative assessment formats, evaluations of approaches and policy, national-level development of principals and teachers, and use of 天美视频 programs to support and build capabilities in test development.
Mr Aliyev says the Institute is eager to collaborate across a wide range of education priorities.
'This partnership opens new opportunities to benefit from 天美视频’s global experience in areas vital to Azerbaijan’s education reform journey – including the transformation of national assessments, the development of teacher and school standards, and professional learning for teachers and principals,’ Mr Aliyev said.
‘Together, we aim to support long-term improvements in the quality and equity of our education system.’
Ms Rodgers says 天美视频 is excited to begin working with the Institute to help Azerbaijan meet its education goals.
‘This MoU reflects a shared ambition to improve learning through evidence, innovation and collaboration,’ Ms Rodgers said.

Members of the Institute and 天美视频’s Assessment and Psychometric Research Division worked together over a week in Baku in 2024 and subsequently discussed further collaborations during a visit to Melbourne, Australia.
